West View Borough Council Recognizes Three Heroes at October Council Meeting

West View Borough Council recognized three heroes at the October Council meeting.

Department of Public Works Coordinator Richard Rapp was conducting his daily inspections of the Borough when he came across a man laying on the roadway.

Rich, being a trained first responder and certified in CPR, stopped his vehicle and assessed the man's condition.

It was discovered that the male did not have a pulse. Rich began CPR and was approached by Ms. Christine Railing, a resident, and Christine assisted until Lt. Holland and Officer Cordial arrived to assist with CPR.

Ross West View EMS arrived on scene and the gentleman was transported to the hospital and has recovered from his cardiac event.

West View Borough Council is proud to have such dedicated, trained, and caring individuals in the Borough.
